The 2009 County Engineer/Road Superintendent of the Year award was present to Tim Schulte, with Richland County Highway Dept.

Tim was instrumental in the planning of the 2005 National Association of County Engineers conference in Bismarck, an event that is still talked about, and all other conferences are compared too.  Tim was in charge of the conference program, and karaoke.
